Earlier this month, the United States Sentencing Commission released an annotated version of the 2018 Guidelines Manual.  The annotated manual is an online HTML version of the Guidelines Manual which provides improved access to the history of specific guideline and commentary provisions.  For example, when you look up the definition of the term “crime of violence” for USSG §4B1.2(a), users can click on an icon that displays historical notes and links to specific guideline amendments.  This information is a useful tool to help advocates understand the Commission’s reasons for adopting a particular guideline and amendment.
