President Obama made 1,928 grants of clemency during his presidency.  Of them, 1,716 were commutations of sentence, more commutations than any other President has granted.  In a report entitled An Analysis of the Implementation of the 2014 Clemency Initiative, the United States Sentencing Commission provides data concerning the offenders who received a sentence commutation under the initiative and their underlying offenses.  The report also examines the extent of reductions resulting from commutations and the conditions placed on them.  Further, the report analyzes the number of offenders incarcerated who met the eligibility criteria for clemency and the number of offenders whose sentences were commuted.
